West bank : Women’s groups seek law against honour killings

Ramallah: The murders of four women since the beginning of the year on family honour grounds in the West Bank has motivated womens organisations to demand a law against the practice.

Womens groups have organised several protests in various West Bank cities with further activities planned. The protesters are demanding an immediate implementation of a fair and tough law that fully protects women from violence and murder on honour grounds.

Lubna Al Ashqar, Media Coordinator at the Palestinian Womens Affairs Team, said in an official statement that Palestinian society holds the woman accountable for family honour crimes. In the view of our society, the victim is accused and blamed in the event the murder takes place, she said. The woman becomes the reason for the crime not the victim. This perspective should be changed immediately.

West Bank-based women organisations urged the Palestinian President Mahmoud Abbas, the Palestinian Prime Minister Salam Fayyad and the Palestinian government to impose a law that protects women from violence, saying that action should be taken to provide women with the necessary protection.

Women in Palestine urgently need a civilised law which protects their lives, said Lubna.

The organisations will hold several strikes in front of various Palestinian institutions to alert them to the need for the implementation of a law that protects woman. The theme is No to Murdering Women.

During last year (2012) 13 women were murdered on family honour grounds in the Palestinian territories, with the number expected to rise this year and in the years to come.

Sabah Salamah, a womans rights activist, said that the Palestinian government should show seriousness about murder crimes against women. Laws that deter men from murdering women should be put in place to spare more womens lives in Palestine, she told Gulf News.

Gay marriage opponents pursue ban

INDIANAPOLIS (AP) A proposal to write Indiana’s gay marriage ban into the state constitution may be on hold as Republican leaders ponder its fate this year, but the House and Senate sponsors are charging ahead anyway.

Rep. Eric Turner, R-Cicero, said he plans to introduce the measure in the House this year. And Sen. Dennis Kruse, R-Auburn, has already filed the proposal in the Senate.

The General Assembly already overwhelmingly approved the constitutional amendment once in 2011. It would have to sign off on it again, this year or in 2014, and then send the proposal to voters for final approval.

“We do have some flexibility between this year and next. We recognize that,” Turner said. “But frankly, some of us would like to put it behind us and let the public weigh in.”

The Supreme Court’s decision to take up a pair of cases dealing with gay marriage and employee benefits for same-sex couples has led Republican leaders in both chambers to hold back on making any plans this year.

Senate President Pro Tem David Long, a Fort Wayne Republican, said he is waiting for his staff to review any impact from the Supreme Court before deciding whether to move on the issue this year.

“There’s no definitive decision on that as of yet,” he said Tuesday.

Republican House Speaker Brian Bosma, an Indianapolis Republican, pointed out Monday he did not include the ban in a legislative agenda released by House Republicans, but he has also refused to slam the door shut on the issue.

“Why is everybody focusing on this issue?” Bosma asked Monday, the opening day of the 2013 session. “We’re here to talk about jobs, the budget, and workforce development and education. I’m sure some of these issues will be discussed, but it certainly wasn’t part of our agenda and it wasn’t part of the discussion on our part today either.”

Turner, who serves as the second-ranking Republican in the House, said he understands Long and Bosma will have to work out a timetable, but said he is confident in the support for the ban in the Assembly.

Gay Marriage Shouldn’t Be Discussed In French Catholic Classrooms: Francois Hollande

France may become the wealthiest, most powerful nation to legalize gay marriage this year, when a bill approved by the Socialist administration heads to parliament for debate this month. But the Catholic Church has taken a stance against the bill, and now Catholic schools — along with their students — have become embroiled in the controversy.

It began when Eric Labarre, secretary-general of the national Catholic school system, sent a letter in early December urging educators to discuss same-sex marriage with students in class.

Every primary and secondary school should take the appropriate steps to ensure everyone has the freedom to make an informed decision over the choices the government is considering today, said the letter, according to France24.

Education Minister Vincent Peillon sent a quick response, arguing that discussing gay marriage in Catholic classrooms would not be appropriate.

I have the deepest respect for the Catholic school system. But, the institution, which is under contract with the state, must respect the principle that everyone has the right to a neutral and free thought, he wrote on Dec. 4, implying that Catholic teachers might use their classrooms to influence students against the idea of gay marriage.

We must never forget that we are dealing with young people and that attempted suicides are five times higher among teenagers who realize they are homosexual than others.

On Monday, Hollande publicly agreed with Peillon and emphasized the importance of separating the church from state affairs.

Secularism is a Republican value, said the president to France24. We have to make sure that all ways of thinking are respected and that all religions can be practiced. But, we also have to [respect] the fact that we all live in the same place, and that the state, as well as both private and public educational institutions, adheres to a principle called neutrality.

Catholicism is the majority religion in France, but about 60 percent of the countrys citizens support the idea of gay marriage. The same-sex union legalization bill heading to parliament this month is expected to pass — no matter what Catholic school-teachers tell their students.

Interestingly, the new year brought one more small indication that 2013 might be a good year for Frances gay population: The very first child to be born in the country this year was a boy named Sacha, whose mother, identified only as Maude, is a lesbian who hopes to marry her partner, Delphine, as soon as it becomes legal.

BETHLEHEM'S NEW MAYOR AIRS HOPE

BETHLEHEM, West Bank (AP) – Bethlehem’s first female mayor, Vera Baboun, can’t walk through the main square of the Biblical town without being stopped by admirers.

“This is our new mayor, who is turning Bethlehem into one of the greatest cities in the world,” a tour guide hollered to a group of Christian tourists passing by the Church of the Nativity, built over the grotto where tradition says Jesus was born.

Starting with Christmas celebrations – the high point of the year in the town – Baboun is hoping to turn things around in the troubled city. For the past seven years, the Islamic Hamas militant group had a strong presence in Bethlehem’s leadership, prompting a cutoff of international aid funds. But they lost their seats in October elections that brought in Baboun, who is Christian, as Bethlehem’s mayors traditionally are.

The local economy is battered, with the highest unemployment in the West Bank, and local Christians continue to leave Bethlehem, which years ago moved from a Christian majority to a Muslim one. But Baboun is trying to raise hope, pointing to the Palestinans’ recent boost of status at the United Nations.

“We still have a long way to go, but the Christmas season is special this year because not only do we celebrate the birth of Christ, but we are celebrating the birth of the Palestinian state,” Baboun said, standing next to a 17-meter (55-foot) Christmas tree. “It is a Christmas of peace, of hope and love.”

The United Nations General Assembly’s vote last month to upgrade the Palestinians’ status to that of a nonmember observer state set off celebrations across the West Bank.

The move changed little on the ground, with Israel opposing the UN recognition bid and saying it bypassed peace negotiations aimed at establishing a state.

Bethlehem, like the rest of the West Bank, fell onto hard times after the violent Palestinian uprising against Israel broke out in late 2000, frightening tourists and pilgrims away. As the fighting has subsided in recent years, the tourists have returned in larger numbers. Last year’s Christmas Eve celebration produced the highest turnout in more than a decade, with some 100,000 visitors, including foreigners and Arab Christians from Israel, reaching Bethlehem.

The Israeli Tourism Ministry said it expects 75,000 tourists to arrive for Christmas this year, citing last month’s clash between Israel and Palestinian militants in Gaza as a reason for the drop. It said there was a 12 percent decrease overall in incoming tourism to Israel last month. Foreign tourists heading to Bethlehem must pass through Israel or the Israel-controlled border crossing from Jordan.

Bethlehem officials say all 34 hotels in the town are fully booked for the Christmas season, including 13 new ones built this year.
