British taxpayers will have to foot the bill for the exceptional costs of policing of the clandestine Bilderberg meeting to be held in Watford next week.

The annual meeting of royalty, prime ministers and business chiefs – famous for being shrouded in secrecy – is taking place in Britain for the first time since 1998.

Given the amount of so far unnamed – prestigious people set to attend the event at the luxury Watford hotel in Hertfordshire, local police have been forced to step up security, which will be part-funded by the government.

In West Bank, one family's stand against made-in-China keffiyehs

No one told the looms at the Hirbawi Keffiyeh factory that business is slow in the West Bank.

Some are as old as the factory, bearing the inscription 1961. But they still churn out the fabric for traditional Palestinian head scarves, and at a deafening pace.

This is the only Palestinian factory that still produces keffiyehs, popularized by the late Yasser Arafat as a symbol of the Palestinian national struggle. All other keffiyehs sold in the West Bank these days are made in China, which many blame on the Palestinian Authoritys liberalization of trade policies over the past two decades.

This is a national product that should be protected by the government, not sabotaged by the government, says Abdulaziz Karaki, one of only two workers still employed by the Hirbawi family, which had as many as 15 employees in the 1990s.

After years of lobbying by small producers such as the Hirbawis, the Palestinian Authority (PA) last week announced that it had introduced new tariffs on imports that directly compete with Palestinian goods. Among them are not only textiles such as keffiyehs, but also shoes, leather goods, and furniture.

The move goes against nearly 20 years of market liberalization in the West Bank, which mirrored the Israeli trend of lowering barriers for international goods. It represents a revolutionary step by the PA to use the limited tools at its disposal to develop the West Bank economy, says economist Raja Khalidi of the United Nations Conference on Trade and Development (UNCTAD).

This is the first time that they decided to reverse and go in the opposite direction [from Israel] because of their own national development and industrial interests, says Dr. Khalidi, who attributes the move to increasingly intolerable pressures on the PA economy.

PNA mulls 20% discount to West Bank energy debts

Ramallah: The unrest over the past month in the West Bank has forced the Palestinian government to consider a proposal of a 20 per cent discount on outstanding electricity debts owed by residents of West Bank cities, towns and villages, a senior government official said.

A Palestinian National Authority (PNA) decision to cancel the energy debts of people in refugee camps angered residents of cities in the West Bank, leading to heavy clashes between Palestinian protesters and the PNAs security apparatus.

Calm was briefly restored after the government extended the same offer to Palestinians outside refugee camps. However, the decision was soon reversed after complaints from West Bank municipalities.

The municipalities see the settling of the debts as a major income boost to their annual budgets. As a result, the municipalities were reluctant to forfeit the debts unless the government agreed to settle them on behalf of residents.

The mayors of the municipalities have held several meetings with cabinet ministers and informed them of their position.

However, governments decision to go back on its offer led to further clashes, with hundreds of angry Palestinians taking to the streets, burning tyres, blocking main roads and roundabouts and engaging in running battles with PNA security apparatus.

Nablus governor Jibrin Al Bakri has issued strict instructions to security forces to act firmly against the demonstrators to restore calm. At least 10 demonstrators were arrested in Nablus.

The Palestinian security apparatus will take unprecedented measures against the demonstrators who destroy public and private properties, Al Bakri said in an official statement. Demonstrations do not have anything to do with democracy and freedom of expression and the security apparatus will be tough with demonstrators.

Palestinian demonstrators threw stones and empty bottles at security forces, who fired into the air and used tear gas to break up the protests.
