How Reagan Promoted Genocide

From the Archive: Both Republicans and Democrats fawn over the legacy of Ronald Reagan, who was born 103 years ago on Feb. 6, but the reality of his bloodstained presidency is much different from the pleasingmemories. Reaganeven promoted Guatemalas genocide, Robert Parry reported in 2013.

Soon after taking office in 1981, President Ronald Reagans national security team agreed to supply military aid to the brutal right-wing regime in Guatemala to pursue the goal of exterminating not only Marxist guerrillas but their civilian support mechanisms, according to a newly disclosed document from the National Archives.

Over the next several years, the military assistance from the Reagan administration helpedthe Guatemalan army do just that, engaging in the slaughter of some 100,000 people, including what a truth commission deemed genocide against the Mayan Indians in the northern highlands.

Recently discovered documents at the Reagan Presidential Library in Simi Valley, California, also reveal that Reagans White House was reaching out to Israel in a scheme to circumvent congressional restrictions on military equipment for the Guatemalan military.

In 1983, national security aide Oliver North (who later became a central figure in the Iran-Contra scandal) reported in a memothat Reagans Deputy National Security Advisor Robert McFarlane (another key Iran-Contra figure) was approaching Israel over how to deliver 10 UH-1H helicopters to Guatemala to give the army greater mobility in its counterinsurgency war.

According to these documents that I found at the Reagan library and other records declassified in the late 1990s its also clear that Reagan and his administration were well aware of the butchery underway in Guatemala and elsewhere in Central America.

The relaxed attitude toward the Guatemalan regimes brutality took shape in spring 1981 as Reagans State Department advised our Central American embassies that it has been studying ways to restore a closer, cooperative relationship with Guatemala, according to a White House Situation Room Checklist dated April 8, 1981.

The document added: State believes a number of changes have occurred which could make Guatemalan leaders more receptive to a new U.S. initiative: the Guatemalans view the new administration as more sympathetic to their problems [and] they are less suspect of the U.S. role in El Salvador, where the Reagan administration was expanding support for another right-wing regime infamous for slaughtering its political opponents, including Catholic clergy.

(CNN) — Patti Davis, Ronald Reagan’s daughter, recently speculated on where her father might stand on same-sex marriage. Politico published her thoughts under the headline, “Patti Davis says Reagan wouldn’t have opposed gay marriage.”

The impact of the article was immediate. A quick Google search yielded multiple follow-up articles and blog posts. Liberals nationwide were off and running with a new same-sex marriage endorsement: this one from Reagan, the conservative’s conservative.

This is not the first time liberals have rushed to recast Reagan according to their policy preferences. Immediately after his death in June 2004, he was trotted out as a poster-boy for embryonic stem-cell research.

Please, not so fast.

In Davis’ defense, she starts with a crucial point about her father, one liberals had utterly refused while the man was alive: “He was a very tolerant person.”

Indeed, Reagan was tolerant — on religion, on race, on ethnic differences, on differences of opinion on many things, and also toward gays. As Davis notes, “He did not have prejudices against gay people.” Davis gives just a few of many examples.

But she then goes where I don’t think we should. She states of her father and same-sex marriage: “I don’t think he would stand in the way of it, at all. I don’t think he would stand in the way of two people wanting to make a commitment to one another.”
